What is the RPCU?
The Regroupement provincial des comités des usagers supports all users’ and in-patients’ committees in Quebec’s health and social services institutions and ensures that they have the information and training they need to carry out their mission. It is a frontline actor with government authorities, the public and the media.
The RPCU aims to be the mouthpiece for all categories of users’ and in-patients’ committees in Quebec’s health and social services institutions, whether public, private, contracted, or self-financed.
The RPCU’s role is to represent these committees and allow them to participate in the major debates as other health and social services associations do. In this capacity, the RPCU defends the rights of users and contributes to the improvement of the services to which they are entitled.
Users’ and in-patients’ committees
Users’ and in-patients’ committees have been in existence for decades. Since their inception their functions have been set out in the Act respecting health services and social services (R.S.Q., c. S-4.2).
These functions have evolved in the wake of the reforms that have changed the Quebec health and social services system. They now focus mainly on respect for users’ rights, improving quality of service and users’ living conditions, and client satisfaction.
The RPCU believes that the committees play a vital and credible role in the major debates on the interests of users of the health and social services network.

Are you looking for contact information for a users’ committee in your region or elsewhere in Quebec? All users’ committees are listed on the RPCU’s website.
If you want to update the contact information for your own committee, simply fill out the form provided on the website.
Tools
The hyperlinks in the Tools section provide access to a series of Quebec government documents on the implementation of the Act to amend the Act respecting health services and social services and other legislative provisions (2005, c. 32).
Some of the hyperlinks will be of particular interest to users’ and in-patients’ committees. If the document is available in English, the hyperlink takes the reader directly to that version.

Regional groups and users’ and in-patients’ committees are invited to let the RPCU know about their activities.
